There are huge differences in fare prices for Rhine River cruises.  Costs for luxury cruises and private cruises are similar to what one would pay for an deluxe ocean cruises.

There are, however, a number of river cruise companies that provide inexpensive shuttle service with pre-recorded commentary. 

Rhine River Cruises

When a river cruise company provides multiple trips along the Rhine each day, it is feasible to stop off and explore a town and re-embark  later that day on a different vessel.

A one-way trip from Mainz to Cologne, for example, can cost as little as €50.  The cost of a return trip is around €60.
